fuel troubleshooting question

89 900T 3.0fpr.

I am having intermittent fuel problems. (Car won't start or stalls during use) Fuel pressure at the rail is 2.6ish bar (probably check valve is working). It goes up to 3 bar on the rare ocassion when the fuel system is working. Car does not flood despite long cranking, so I figure it's a fuel issue rather than an ignition issue.

I am not getting 12v at the fuel pump when the ignition is turned on, nor is there any noise from the fuel pump. The plastic wiring insulators on the pump disintegrated on touch when I was checking things. Hopefully the wiring stays put after I get things back together.

I am not getting 12v on either side of the fuel pump fuse on the left fender fusebox when the ignition is on. I couldn't figure out the wiring diagram in the Bentley book.

Is the fuse before or after the fuel pump relay?

Any other ideas?

Tomorrow, I will try another relay and check the ECU connector. It appears to be a pretty standard relay.
