A good machine shop will be able to tell you if the valves need to be done. I use that same eEuroparts kit and when doing a head gasket always take the head to my machine shop and have them check it for needing to be "decked" "skinned" or "surfaced", basically all words meaning to check to see if it's flat and if not surface it (think about turning rotors, different but same idea). I take the cams off, along with the cam followers, and they hot tank the head (cleans it off nicely), surface it if necessary, replace the valve stem seals, and they check that the valves hold compression. I'm sure there are different ways and equipment to do it, but my guys place a fitting against the intake or exhaust port and pull a vacuum, and then watch the meter to see if it keeps the vacuum. It seems to work. I do have one head from a 2.3 in that needs the valves done, only the second one for me ever and that includes about 6 cars with over 200k miles, a couple over 250K, and one over 350K (which got exahust valves on a head job), and about 1.5 million miles on the total "fleet". I have no idea why this 2.3 is needy, but I do trust my guy. The 2.3 was one of four heads I took in a month ago and two of them had several cracks and are now waiting for the price of aluminum to go up again...
