A 1999 9-5 is essentially a first model year car and is problematic. Get rid of it while it still has some value (dropping fast!)... Later 9-5s are better reliability-wise and are very nice cars (if not as cool as a c900)...
If you are going for low cost, here's my take:
We have considered buying a 9-5 wagon for the past year + a half (and reduce the use on our c900 - our only car). Ie we've considered moving into your situation. For the cost of a 9-5, we can do a crapload of maintenance on our c900. The thing just keeps going and going. The secret with the 900 is: it's worthless to sell, but ridiculously safe, and hard to steal. As a result, insurance is stupidly low. Admittedly, we have had our problems and it's no fun to get stuck at the side of the road. Our solution: for the 1 or 2 very long trips we do a year (thousands of miles) that could be ruined by a breakdown, we get a rental. The rental is never as nice as our 900, but the peace of mind is worth it. And, insurance for the rental is covered by our comprehensive policy on the 900 (which is stupidly cheap for reasons noted above). We have done everything major on that car (several times over in some cases) and still, the total purchase + maintenance cost of everything (down to tires, lightbulbs and wiper blades) + cost of rentals, is about the same as leasing a base model Honda Civic. My parents' 89 (which hasn't had 2 engine rebuilds, new tranny, and 3 sets of rear calipers) is probably cheaper to own than a 10 year old Honda Civic (and a lot safer)...
(I have often considered getting a second c900 instead of a 9-5 for the above reasons and since they cost 1/10th the price!)
The one caution, is that parts for an '84 may start to become more scarce as time goes on (depending on your timelines). We are already seeing this on some (unimportant) parts... That shouldn't prevent you from selling the '99 though...
