we just "fixed" two of these last week. Vacuum line was off at at the pump on one, there is both a white and a black fitting side by each... the white one should not have anything on it, the black one should.
The other one was disconnected under the dash... very ugly!
There is often an inline splice in the vacuum line between the fuse block and the firewall where the line ducks into the passenger compartment. I like to pull that apart and put a nice length of clean hose on it and blow! if it's not holding pressure something is off... do the line in both directions, towards the front (we found the pump that way) and towards the passenger compartment (we found the other one that way). You can also take the left side speaker grill off and see the vacuum bellows, it's shiney chain, and if you are very good the vacuum line too.
