Painting bumpers

Hello, I've used 'search' and have found much useful information on this subject, but am still confused by a couple of things that perhaps someone could clarify.
First and foremost, and this might be a total "duh", the front and back bumpers are plastic, right? My car is a 1988 Turbo, btw. So one is using the SEM 39273 paint product on plastic, and prior to that, using bondo or putty on this plastic, then sanding it down to get rid of major dings or blemishes. I really just wanted to make sure that were indeed talking about plastic bumpers.
Second, is it indeed bondo that people typically use? Or if it's putty, anything specific out there to recommend? Or are there other materials out there that folks have used successfully?
And sorry if I'm asking stuff that's already available in 'Search', but I thought I researched this pretty well, prior to posting this.
