Turbocon has it correct. I have also used the SEM bumper coater product. The charcoal metallic colour was a very close match to the OE bumper colour. I have repaired large gouges and rips in the bumper very successfully with the SEM filler stuff (really a felixible two-part epoxy). I'll also echo the idea that a compatible primer should be used over any major repair (for example, something done with the SEM filler) or when bare plastic is exposed.
I prefer leaving the bumpers on the car for painting and have never had problems with the results (and i'm pretty picky). The big advantage i've found of doing them on the car is that it eliminates the chance that you will gouge or scratch them on re-assembly. Just my preference though.
