Dielectric grease is non-conductive. It's generally used to keep parts (especially dissimilar metals) from corroding through galvanic action. It helps keep moisture (condensation) from forming on metals as well which can cause corrosion. If you've got a bad connection, simply adding dielectric grease won't help. But adding it after you've cleaned the contact points will keep them clean longer. Since it is non-conductive, it's a good idea to make sure that your contacts fit snugly (rub metal on metal with a good amount of pressure) before using it. It also has good heat resistance (won't melt away), so it's great for light bulbs and other hot connections.
