A buddy of mine used to be able to do that with an old Sonett III. Of course, he did some mods-
He pumped the tires to 50 psi, and used the skinniest ones he could. He covered the radiator, and turned the heater up. He leaned out the mixture until the engine was just running. He put tape on the door edges and took of the side mirrors to smooth the airflow.
He then drove the car like there was a hand grenade under the gas pedal, and the pin was attached to the brake pedal. And he got better than 50 mpg on fuel economy runs up into Vermont, a place known for their hills.
Of course, it was very hot, pretty slow, and lots and lots of work. But it can be done conventionally.
Of course, Siegfried could be using a Hydrogen Generator - you can look for a thread that I got pulled into over on the 9000 board - that was a big mistake on my part. I prefer to use a Vacuum Energy device, because that doesn't violate nearly as many laws of physics.
Now, if you put a wind turbine on top of the car to turn the Vortex generator you put into the intake, run a set of Suprex 1 Million Volt Capacitor spark plugs, fill the tires with xenon gas, torque the lugnuts in the proper Fibonacci sequence, and add asprin to the gas tank, you should be able to get at least 75, if not 80 mpg. So 47 is a piker.
