Run a lenght of wire from the starter/solenoid ignition (small wire) terminal and over to the battery. Touch the positive terminal with the other end of the wire. If the starter engages, then somethings either faulty with the ignition switch or the ignition switch wire female end. If you get no engagement from the starter, then the solenoid or the complete starter is faulty. Checking voltage when the ignition is turned to start position can be done at the same small wire (removed) at the solenoid. Helps to have two people doing this test. My guess is the starter solenoid. Have a helper give the solenoid a "Wacko" with a hammer when engaging the starter ignition switch. If the starter engages,then replace the starter. Fairly simple test/diagnostics
