Sprocket marks after cylinder head replaced.

Saabers,
After replacing the head, setting the engine to TDC: re installing chain, and guides.
The V groove mark on the intake cam is spot on, yet the exhaust mark is nearly a quarter of an inch off.
I then went on the Townsend site, and read that the marks are sometimes not accurate, and that is is better to go by the marks stamped on the outside of the sprocket.
I went back out, to view the marks, and the mark on the outside of the intake sprocket, is spot on: yet when I inspected the mark on the outside of the exhaust sprocket, it is more off in comparison to the front mark.
It does not seam that I can adjust the chain, for one tooth and then the intake is off! I am hesistant of firing the engine for fear of damaging the valves.
Any help would be great,
Thanks
