The airbag comes out with two T-25 or T-30 captive screws and one connection, and the wheel comes off with a 22mm socket.
While you may not NEED to remove the wheel to remove the whole dash cover, it will make the job a whole lot easier, and you will thank yourself later.
Notes:
Make sure the car is off and has been for a while, and make sure the key is NOT in the ignition.
The Torx screws are captive, and stay with the wheel.
The airbag connection can be fiddly to get off, but it will come off.
Loosen the 22mm nut (22mm 1/2 drive socket, 6" extension, breaker bar) a turn or two, then wiggle the wheel by applying alternate pressure at the compass points till it pops off the spline and is stopped by the nut (if you remove the nut, your nose will be what stops it...)
BEWARE of the "clockspring", and have a provision (tape or something) to make sure it doesn't turn when & after you remove the wheel.
Store the airbag in a safe location, metal side DOWN. It is highly unlikely that it'll go off, but if it does, storing it like this will prevent it from becoming a projectile.
Installation is the reverse of removal. I'm sure there's a torque spec for the wheel nut, but hand tight, maybe one "grunt" is usually more than enough to keep it where it belongs (where can it go?).
