APC not holding

I am having trouble with my '91 red box Turbo.
When I press pedal down turbo gauge goes towards yellow-red stays there for just a very short time and than slowly sinks to halfway yellow. So APC system is triggered for some reason ?
I have checked all APC components as per Bentley and Townsend and all parts check out ok. I have come to the point where I am swapping parts with known good ones so swapped in another (good) red box apc and swapped the apc solenoid. Still no go.
Plugs are about 8k old, wires are new, so is cap and rotor. I have set timing to 16 before TDC with vacuum line unplugged car runs and starts ok but somehow turbo doesn't stay put with pedal full down... why ?
I am filling her up with european RON 95 I will try 98 by end of this week but when I bought the puppy 3 yrs ago it ran fine on 95 (I believe that's regular for you guys the 98 being premium).
Car has 160k on it so it still should be strong right?
Any help, advice, please? I want that other 50 bhp the apc system gives me ;-)
