My '90 SPG does the same thing with and without a Red Box. It may be your wastegate malfunctioning - I've tried bypassing it by pinching the large vacuum hose that connects the wastegate to the APC selenoid above the radiator on the middle/passenger side. When pinched off, it goes to the top of the red and holds perfectly. Not good for extended periods, but unless I'm mistaken (please let me know if I am), it is a pretty good sign that the wastegate is to blame, not the APC.
