I would not trust one of those crappy Cen-Tech DMMs, especially with an electrical system in chaos. I wouldn't count on it to have a sufficient level of protection for itself, much less the car. Go over to Radio Shack and buy a $30 multimeter or a $10 test light. For what you're doing right now, a test light is probably fine. You may blow up some bulbs though. :) Do not test anything sensitive with a test light, like the fuel injection or ignition computer.
The ignition lock relay is massive - everything in the car that is switched (blower motor, stereo, ignition system, etc.) runs through that relay. Putting in anything less than a 30a relay could result in damage. Your friend's husband is a tool - putting in an undersized relay could indeed damage the relay. And start a fire. NEVER used under-rated electrical equipment.
Get a good tester, test Pin 30. Also, since we've established something went wrong there, I would disconnect the battery, remove the two screws that hold the top half of the fuse/relay panel to the bottom, and gently lift up the top half. Inspect for damage, especially the wiring going to the underside of the ignition lock relay and adjacent wiring that may have been melted by heat. If your lucky, it's clean under there and the ignition lock relay took the hit for you.
If you need an ignition lock relay, I've got ad in the classifieds. I've got four of them $5ea. I can priority mail one or all to you and you'll have them Wednesday or Thursday. I can FedEx overnight them, too, for that matter. If you want a good enough solution for now, get a 30a fuse, two spade connectors (both 2x male and 2x female), a couple inches of 12ga wire, and some electrical tape. Make two 2" long wires, put one male and one female spade connector on either end of each length of wire. Put a 30a fuse in the female ends, and wrap up any exposed metal with electrical tape. Make sure EVERYTHING in the car is off - EVERYTHING.
Stick the male ends into Pin 87 and Pin 30 of the ignition lock relay socket. Make sure you do 87 first. The SECOND you're in Pin 30, your switched electrical system is LIVE, everything is powered up. If you pop the fuse, you have an issue. If you don't, you may still have an issue. :) Be sure you have inspected all the wiring you can before doing this, you don't want to make it worse. If the wiring looks good and the fuse holds, you can probably drive it. Don't turn ANYTHING on. Don't use anything. Get it to a safe place and then really tear it apart.
