I have used one of these receiver type hitches and there was no cutting of bumpers necessary. From what I recall my hitch mount type bike carrier fit perfectly w/o any adapters necessary. Mine have all been welded steel, and had 4 mounting bolts. I have seen some copies that were a bit rough, maybe thats what you have...even seen some made from the towing ring that is on most of the cars, might be ok for bike rack but not for towing.
