The sound you hear is a boost bypass valve that's not working; its the "turbo flutter" of boost not being able to be bled off through the "blow off valve", not the turbo needing work. Pull the plastic intake hose off the turbo, grab the nut on the end of the turbo shaft and pull in / out, then try to wiggle up/down, checking for play. You will have SOME play, but if it isn't absolutely rediculous, and you aren't mixing fluids or burning fluids, then your turbo is fine.
I'd sure hope the replacement turbo you found was free, because a standard repacement stock turbo for your car can be found for basically free as well. The TE05 will command some money, but many people will gladly give away an original Garrett for pennies on the dollar.
1) Its a drop in with zero modification required.
2) Its dirt cheap
3) Its MORE than sufficient in making power.
