or not. i suppose it's possible that while the contacts for the fuse are not there, the wires might be, under the fuse box deck. i think if you unscrewed the actual deck cover (where the fuses/relays install) and pull up on that you can see the wiring underneath.
i suppose it's possible that someone may have broken the fuse contacts and / or pushed the wiring down, but if the actual DRL wiring is there, that should not be a problem to fix.
i would find it odd if saab had not included wiring in the harness since they did have a market with DRL's. not used it for some market ie USA, but available to be added when building cars for the DRL market. i'm guessing your car is a USA market one originally?
if the wires are there, you could put a couple of insulated terminals on the wires, feed them up thru the female openings and then attach them to the fuse so it works. not an elegant solution, but possible.
i will post tomorrow once i have looked over my fusebox and let you know what i find as far as contacts at position 4.
