Experience from growing up in the 'rust belt' or 'salt zone'.
Soak well with penetrating oil - you are doing this.
Heat - not so much that you damage metal, but to expand and contract the nut to help break the rust bond in the threads - heat and cool several times.
Vibration - I learned to use a hammer and punch on the flats of the nut, not a lot of force - seems the 'shock' would help break the rust bond.
Go slowly, forward and back - my theory is that the rust can build in the treads as you go further and further down the threads until it jambs tight and failure happens. I also try to go in the 'on' direction a bit before 'off'.
