My approach to these hasn't failed yet and is a little less elaborate than some other suggestions:
Slide a box-end 10mm wrench down over the pin so it's on the hex part, then with one hand on the end of the wrench poised to push counterclockwise, smack the end of the pin with a good solid hammer blow, at the same instant as it hits, pushing hard on the wrench.
A home-made impact wrench, in a way, with the leverage of the full length of the wrench (My set are all a little longer than the common box-opens so I get a little boost there.)
Just at the instant of the hammer blow, there's a shock wave and a temporary freeing up of the threads.
I live in the deep rust belt but have never found these rusted much, not on threads nor on the taper part that sits in the rotor hole. Once it's cracked free it turns right out.
It would be hard to get enough heat to matter on this point because the mass of the disc and the hub would soak it all up and spread it out away. And the penetrant I don't think gets in to tight threads, kind of a waste here.
DO antiseize on reinstall.
