You probably have an exhaust leak where the downpipe meets the turbo housing. Will cause high NOX even with a new Cat, etc. Pressurize your exhaust system by duct taping a shop vac hose mounted to the blower side of the vac to your exhaust pipe and spray soapy water in a squirt bottle all around your exhaust manifold connections. If you see bubbles, that is your problem. Do an internet search on exhaust leaks and high NOX emissions problems. I went through all the items you have checked/corrected at great expense along with repeated smog checks to no avail. A simple leak ultimately was the problem which when corrected by simply tightening the bolts, the NOX at idle went nearly to zero.
