I had this same problem awhile back,I ended up stripping out the retract screw.even then with a large "C" clamp I could not get it to retract all the way.With nothing to lose I removed the piston from the caliper to see what the problem was.What I found was that there is a cir-clip under the piston that had broken and was preventing the piston to fully retract.I bought rebuilt calipers because the parking brake adjusted was toast and not available in any rebuild kit that I could find,I had no trouble with them.You could try to carefully push the piston back into the caliper with a "C" clamp and see what happens otherwise perhaps the caliper was not rebuilt correctly.
