e-brake and soft pedal troubles, pre-88

I've installed rebuilt front calipers on a friend's 85T. On both brakes, I can easily push the e-brake lever all the way to the yoke with my thumb; the levers aren't actuating the brakes. Are the rebuilts bad or did I screw up the install? If the latter, what is the remedy?
Meanwhile, the pedal is soft, even after pushing plenty of fluid through the entire system (with pressurized reservoir). Before the full bleed, I looped a hose from each master fitting back into the reservoir, in effect bench bleeding the master in the car. I did purge some air from the master.
Next steps??
I have limited experience working on early brakes. Should the pedal feel be similar to the later but pre-ABS systems?
