all those voltmeters incorporate some sort of integration circuit: either digital or analogue (like capacitors). Turn signals go flashing at around 1-2Hz frequency - and that's too low. Old APC systems run on 12Hz which is significantly higher, but obviously lower than those 70-90HZ from digital DI/APC or Trionic progenies.
In other words: if you hook up your voltmeter to the turn signal circuit, you will see the swing from 0 to B+ = 12V (or 14.4V in a case of running engine, perfect alternator and the on-board wiring). But if you try it on APC solenoid, which is running on 12Hz, chances are high that you'll see some mean value (which depends on the current duty cycle and the line level which I expect to be 12V).
The equation in my post above isn't 100% perfect since there're voltage spikes at the moments when the valve goes open and closed, but the idea of determining whether the duty cycle goes lower or higher should work well.
