They could mean the hall, any oil leak the dist. has would still be a great car, if the hall blew out the car no-longer starts, if this is the reason they made the comment I`d get a used dist. off e-bay or the pic and pull and swap it out right at the sellers house and see if 'the car is really gr8 until the dist. blew out.
The car has 85-88 motor harness wiring for the distributor. Should be able to pick one up next to nothing. Make sure you agree on the price before you swap the distributor. As for the missing strip I agree it looks stupid like that, personally I`d pull the rest off and deal with the cosmetic touch-up in the paint.
As for the 74,000 miles its hard to believe being the seats are cracked and the dash is not, top is good yet the gas shutter is rusted. More than likely its a rebuilt motor with 74,000 miles on the new rebuild, and the top and dash were replaced. The pin strip may have just pealed off and on the driver-side its still there. Reason being if it had cosmetic work done the rusted gas cap would have been fixed if they had any care to get the car painted.
