Jumpering those terminals essentially connects the foglamps themselves directly to the battery, as though the relay were constantly energized, so it's no surprise they're continuously on in that condition.
This doesn't particularly implicate the ignition switch.
Try this: with the foglamp relay (and your jumper) removed, probe terminal 85 in the socket with your voltmeter. My guess is you'll see 0v when the ignition key is in off ("lock") or "park", but goes to 12V (or at least greater than 0) in "run". If so, this suggests there's something wrong with how the ground side of the relay control circuit is wired, or there's a fault of some kind in the headlight circuit. Try this with the headlight switch in each of the three positions (3x3 = 9 total test conditions).
