That is odd. When the fogs are on and the headlight switch is off, what is the position of the key?
The control side of the foglamp relay is supposed to be wired to the same pin of the headlight switch that powers the parking and license plate lights, so it should only be powered when those lights are on. What else happens with the key in PARK or RUN and the headlight switch is off? Do the parking/license lights come on or does anything else unexpected happen? Is there anything else, such as an alarm or keyless entry, installed on your car that is wired to the parking lights (e.g. to flash them on activation)?
You have two odd symptoms -- fogs on with headlight switch off, and fogs off with key in RUN. I'm trying to figure out a single, simple fault that would cause both. Could be that you have some "custom" wiring (whether intentional or not) that's at least part of the problem. This could be similar to the infamous 4-dr bad taillight ground problem, where the unintended circuits (as the various lights in the rear seek a path to ground through other bulbs) cause strange things to happen.
