First find out if cable is stuck. If cable is not stuck, then focus on caliper. Take pads out, remove caliper, and take off sliding yoke, removing caliper e-brake lever and spring. Squirt about 2-5mL of caliper grease into hole in caliper, and clean e-brake lever shaft with steel wool to remove surface rust. Re-assemble and enjoy your newly unstuck handbrake! I've done this to several, it really does work. Usually it's just the lever getting stuck in its hole, with the o-rings gumming up due to dried-out grease.
