You need a crimper of some sort for sure, but there are a lot of reasonably priced options. Not "Craftsman wire crimper" cheap, but well under $100. I use the Longacre version of this:

I bought it a long time and have used the snot out of it. For $30, it's a nice tool to have around for sure. Be sure you also get a Weatherpack removal tool like this:

That way if you blow a crimp or insert a wire in the wrong place you can easily remove and redo without damaging the tower. :)
Remember that a Weatherpack connector is made up of the tower (plastic bit), the terminal (metal bit) and a seal (little silicone/rubber donut). You can forgo the seal, but they are very cheap so why not. :)
