On my 90T I was having 3-5 second cranking times. I had a spare pump to filter fuel line so I went to change the whole line. When I pulled the existing line there was no check valve at all in the elbow. Just an open hole. The car only has 120K. A pretty unmolested car but I thought it looked like the fuel pump has been worked on. I pulled the pump and it had the 3 barbed 6mm insert that is pressed into the hard black plastic line. When I looked at my stock of spare pumps I found one with a 'turbo' logo on it and it has the single bump on the 8mm insert nipple. The nipple connects to the hard line with a short length of rubber hose. I realized that that style pump has the check valve built into the insert nipple. I'm speculating the car came with the check valve integral to the pump therefore the fuel line elbow is an open hole. I changed the out the fuel line to one with a check valve and now my cranks times are a lot shorter.
