I don't know offhand what those ECU pins do, but I'm guessing you are simulating the interaction the ECU is supposed to have with the fuel system relay once it gets an ignition and tach signal. If that's true, then it sounds like either the tach signal isn't making it across the dashboard or the both ECUs are failed. Honestly, it really seems to be bad ECUs, as jumpering those terminals (I believe) is doing just one thing the ECU is supposed to be doing... everything else - powering the FI components - is working properly. I don't see a way the car could run without a tach signal, sooo....
