I think you said this is an '88. If so, there is one other thing that could cause this I think: a failed overboost switch. I think the Townsend instructions would bypass it. On the bottom of the relays under the ECU you'll see two small brown & white (I think, at least brown) wires. They will each have connectors that run off under the dash. If you unplug these wires from their connectors, you can then plug them into each other. Be sure you plug the relay side of the wires, not the chassis side. When you're done, you'll have a tiny loop that runs out of the relay right back into the relay. See if that fixes anything.
