If you jumpered the fuel pump circuit at fuse 30 and the pump didn't run then you have almost found the problem and it's not with the ECU. With the ignition key off, if you pull out fuse 30 and provide 12 volts + to the fuse contact "socket" that is farthest from the centerline of the car the pump must run. If the pump does not run then there is a pump problem or a wire problem or a connector problem in the circuit between the fuse and the pump. The pump must be securely grounded and the two pole connector on the pump must be well connected. The only other item in that circuit is one of the huge 29 or 33 pin connectors in the wall above the hood release handle and you would probably have other issues if that was loose. Consider that fuse 30 is almost the last thing in the fuel pump circuit before the pump itself. You should also consider that you may just have a bad connection of one of the large ground or supply wires near the battery.
