It's a hard condition to describe, but the rpm fluctuation wasn't the problem. It would idle at 850 rpm, but it would not be smooth or have low vibration.
If you have ever had an engine with the cam chain off by one tooth, then acted in that way.
There is an internal old seal on the distributor shaft that can begin to leak, and will drop oil through a weep oil in the bottom of the distributor body. Under boost, the crankcase pressure will push oil out that leak path.
Check your timing and see if the timing mark is solid even during the undulating idle -- if it moves, then you probably have a bad hall sensor, or lost motion is changing the timing.
