I referred to the Bentley manual to check where the hoses should go and I believe they are all hooked up correctly. On the very next page I saw the testing procedure for the APC solenoid, which stated to apply 12v to both pins and then blow through the return line to the solenoid. I was not able to blow through when the power was applied, no change when I took the power away as well. The manual says the valve should be replaced in this situation. So my understanding is that the wastegate is always open and therefore I can't build pressure because the APC solenoid valve doesn't open all three routes when it should which would have closed the wastegate.
Tomorrow I'll plug the line to the wastegate and see if I get unrestricted boost to confirm that in fact it is the APC solenoid valve.
