The single most effective thing you can do to improve c900 headlights is to install ecodes. My 1993 had US DOT style lights and white fog lights*, and when I first drove the 1989 (which came with ecodes) at night... well it was a revelation.
I had previously tried swapping bulbs for the Silverstars. They are brighter, but iirc it's mainly just more current draw. My indy swapped them back out at some point probably when we had charging issues. Not really worth it imho, but ymmv so perhaps worth a try. Ecodes made a far bigger difference!
* fog lights are intended for use in fog - they are a lower wide short beam, and usually an amber lens is better also. They really are not intended to be used to augment headlights. My 1993 came with white ones which would be on when I turned them on, until I switched to high beams. Most of the time, those kinds of fog lights are poorly aligned and just increase light pollution for everyone when used in the wrong situations. See link for heaps more on this topic!
