it won't upshift. The tighter the cable the higher the shift speed and harsher shifts - I think it adjusts the shift line pressure. If you look at the little crimp on the cable you are supposed to measure the distance to the housing to adjust, but I always set them by driving & desired shift feel. It helps to adjust the bands too.
