The adjusted tie rod length varies with the height of the suspension so there's not a hard and fast number. The lower the car is, the shorter the adjusted tie rod length will be and vice versa.
Bentley (and, I assume, SAAB [because Bentley is borrowed from SAAB factory service manuals]) sez that the length of the two adjusted tie rods must be within 1 mm. I don't have a scan of the Bentley page handy to upload, but it's in there.
If you do a search on the C900 board, you can find some better numbers for caster and camber than the stock SAAB/Bentley numbers.
