The tachometer gets its signal from the CPS sensor, and when cranking you will see the tach needle bounce. The most obvious symptom of CPS failure is a stationary needle when cranking, and obviously, an engine that won't start.
Replacement can be done with the engine in the car, but is a real challenge without a lift. A couple years ago I replaced one, but removed the engine and took care of a bunch of other stuff like seals, head gasket and a good cleaning.
