I'm shooting from the hip a little. It's my understanding the OE ECU in the 85T-515- was very poor at cold idle. Could this be a more exaggerated version of that issue? My dealer mechanic neighbor said that Saab knew that ECU had some bad circuitry. They had a link with an electronics repair source. If a customer complained about it they could send the ECU out for repair. It was done a number of times thru the Sacramento dealer. When the ECU came back from repair it would have a round yellow sticker on it. I think most of us just put in the -538 ECU from the 87-88 turbo to fix the problem.
