To change the starter on an '85/up, I like to remove the air intake hose, air cleaner box, air mass meter, amm->turbo pipe, turbo->intercooler pipe, intercooler, and intercooler->throttle pipe.
No draining of coolant is required. That hose you're talking about does have a closed coolant circuit running through it, but it doesn't extend as far as the amm->turbo hose. Getting it back on can be a bit of a chore -- use some vaseline.
