If the windows are not going up and down, then your motors could be good, but the mechanism is stuck from rust. Typically, the motors have a thermal overload switch that cuts power to the motor when they are fully up or fully down. It is possible the thermal overload has been jumpered and you have a motor that draws too much current and pops the fuse.
