That fan (passenger side) is your cooling fan unless someone re-wired them. It should come on when the thermo switch on the upper left (driver's side) of the radiator reaches a higher temp than it's pre-set spec. To check, unplug one of the connectors to that temp switch and the fan should not run in any case. If the fan starts up with a cold engine when you reconnect the switch, it is faulty. A way of checking the rest of the wiring is to unplug both wires and the fan should not run. Then short across the two wires going to the temp switch and the fan should come on. If the fan runs with both wires disconnected, there is a short somewhere in the rest of the wiring.
