You need a new mechanic. A 28yo old non-leaking radiator will still suffer from exterior and interior corrosion and debris accumulating in the core reducing it's heat exchange capability. Use the search feature on this site and you will find numerous posts on this subject with replacing the radiator being the ultimate cure. Saab c900 radiators are relatively cheap and very easy to replace. Do your classic Saab a favor and do the thermo, flush, fan switch and radiator all at once and it will never go past 1/2 way on the gauge.
