I think even a faultless catalytic converter can damage those wires if the heat shield isn't intact. I've repaired two cars that had holes roasted/rusted into the heat shield directly above the cat. The lower edges of the shield appeared fine. Both cars had wires melted together in that bundle that runs along the driver's side of the shifter console.
The worst heat situation comes when the converter is hot but the car isn't moving. As in parked or in stop-and-go traffic.
Anyway, I added to Landjet's comment to point out an "easy" thing to check is to get an eyeball on the heat shield above the cat. If metal is missing then melting is more likely.
