Edit: WHOOPS! Missed the convertible description! My bad! Similar story most likely of it crossing the cabin at somepoint (probably with the fuel line under the rear seat and then by the driver's well foot area most likely). Sorry again for the misunderstanding. Not exactly to read-up on the convertibles.
OG Reply: That hose/filler neck is connected to a soft line, purge valve, then hard nylon line that is attached to the Charcoal canister by the front left wheel well. The purge valve just above the filler neck there in the rear, then it goes up and crosses the cabin ceiling, and then down the left hand front a-pillar into the engine bay. That tiny hard nylon line ends up changing to a rubber hose a few inches prior to the Charcoal canister. It's for collecting any fumes in the tank and dispensing them in that canister to be neutralized and then split into the intake if need be.
This is a from a pic I just took (a little dark out). Red line is the small hard line cross by the rear window making its way towards front a-pillar. I somehow managed to sneak in the purge valve indicated by the blue arrow
