wastegate adjust doesn't seem to change anything...

Put a new wastegate on my modified '88 SPG (Basically all of SPG9's mods). Unplugged APC solenoid and checked base boost at around 4.5 - 5 psi. But no matter how much the actuator rod is shortened, it won't go up. With solenoid plugged in, it goes up to 16-17psi. Looking to get base boost higher. ANy ideas?
