Well.... the "Emergency" ("Parking") brake only pulls two calipers, usually the rear. (In older Saabs its the front.) But, regardless of which calipers, its still only two. Plus, the pull on the brakes is cable driven. If you don't give it a good tug, you won't get much braking power from them. The wind CAN cause a car to begin rolling, and if parked near a hill gravity will be more than happy to send your car rolling the rest of the way.
I parked once on a flat surface, planned on being right back out so I didn't really pull the handbrake very hard. When I came back out 30 mins later, the car was rolling backwards 10 feet away making a really horrible grinding sound from the rear calipers. The wind had pushed the car that far in so little time it amazed me.
The only thing that could have happened during the tune-up was they accidently (you did take it to a dealer) dissconnected the parking brake cable. Or it broke, it could have been rusted. As for always putting it into reverse, I consider that a bad thing due to Saab's lack of safety feature forcing the clutch to be pushed before the car will start.
