Boost guage questions...is it the guage or my turbo

My boost guage doesn't ever leave the white it get to the bottom of the yellow and stops. It climbs steadily to the bottom of the yellow and stops suddenly at the break between white and yellow as if there were a pin there stopping it. It sounds as if the turbo is functioning and the engine sounds great. What could be causing this? Is the turbo not functioning properly? How do I troubleshoot this? The car is immobile with a bad tranny until the weather gets better so I've yet to drive it, but idling it in my shop revealed this problem.
