Saabs are not immune to rust, and indeed they have a number of well-known areas prone to rust: wheel well arches (from under trim; actually, any spot where trim can trap water and salt), inside base of doors near weather stripping, corresponding area under door sill, any exposed welds especially inside the wheel wells.
This is in addition to, like RR says, any body work. Please explain more precisely where this rust you noted is located. Also check the car over thoroughly for other rust (use my list), also check the underbody well, especially if it hasn't been sealed/coated. Then you have to make a decision based on how important it is for you personally to have it fixed/do it yourself, perhaps.
Bottom Line: A little rust does not mean the car is neglected. The *BEST* thing you can do is take the car to a real saab technician (pay $60-100) and have it thoroughly checked out for mechanical (and structural) soundness.
