Yes, you need to remove the sliding portion of the sunroof, no you don't need to drop the headliner and remove the whole sunroof compartment or pan that the sunroof slides in.
It takes all of about 60 seconds to pull a sunroof out with the right tools, i.e., a torx or phillips screwdriver (electric screwdrivers rule!) and an 8mm or 10mm box end wrench.
Now replacing the sunroof liner takes about 5 minutes if you pay the $130 (that's what it cost me about 4 years ago at a local dealer, special order, not in stock, had to order twice to get the right color, make sure you get in writing what you ordered!) for the factory part, more if you cobble together an adhesive/glued on fabric.
Putting the sunroof back in can take 10-15 minutes or more if you're unlucky and break (or find broken) the little nylon rub strips that are integral to the 4 brackets. So check them for the nylon bits before removing the sunroof panel...that way you can order them with the sunroof material/part.
